A nucleotide-excision repair complex that is involved in damage sensing during global genome nucleotide excision repair (GG-NER). It is part of the pre-incision (or initial recognition) complex bound to sites of DNA damage. In human, it is composed of XPC, RAD23B and CETN2. (3)
